Coincidence? Bankers, Doctors, and Dozens of Scientists Have Been Dying Mysteriously

dead-scientistsBy Daisy Luther
You may remember a while back there was a spate of news articles about high-level bankers and bank employees committing suicide. Conspiracy theories were coming left and right, and then as suddenly as the reports started they stopped – just like that. Here is a list of more than 50 of these bankers, in date order, with a brief overview on each of them.
You probably also remember that last year, a dozen holistic doctors either died or went missing over a course of only 90 days. How oddly coincidental.
But the deaths of these bankers and doctors are just the tip of the iceberg.

Did you hear about all of the dead scientists? Probably not.

What if I told you that dozens and dozens and dozens of scientists have been killed died in mysterious circumstances and few reports have filtered out via the mainstream media?
What if I told you that they were involved in researching or working with bio-level 4 pathogens, nuclear research and the like? And that many had government links…by grants issued, research on behalf of or directly by working in government facilities.
The current spate of deaths began not long after 9/11, on November 12, 2001, to be precise. On Nov. 12, Benito Que, 52, was found comatose in the street near the laboratory where he worked at the University of Miami Medical School. He died on Dec. 6.
On November 16, 2001, professor don Wiley apparently killed himself – yet there was, and never has been any evidence of that.
On November 15th, Harvard Professor Don Wiley left a gathering of friends and colleagues some time after 10:30 PM. The next morning, Memphis police found his rental car stopped on a bridge, with a full tank of gas and keys still in the ignition. There was no financial or family trouble. Indeed Wiley was supposed to meet his family at the Memphis airport to continue on to an Icelandic vacation. Neither was there any history of depression or mental illness.
In the report printed in the New York Times on November 27th, the FBI’s Memphis office distanced itself from the case saying that the available facts did not add up to a suspicion of foul play. I guess at the FBI it’s a perfectly everyday occurrence for a Harvard Professor to stop his rental car on a bridge in the middle of the night before he is supposed to leave for Iceland and just walk away into the Tennessee dark.
Move along citizen, nothing to see.
The professor’s colleagues expressed doubts about the official “suicide” explanation for his disappearance. (source)
His body was found on Dec. 20.
Next came Vladimir Pasechnik who died on November 23, 2001. No cause of death was ever given. A Russian, he defected to Britain in 1989 aged 64.
He described a network of secret laboratories, disguised as a commercial organization called Biopreparat, which employed several thousand scientists and technicians to develop potential biological weapons that could spread diseases like anthrax, ebola, Marburg virus, plague, Q fever, and smallpox. (source)
On December 10, 2001, Robert Schwartz, 57, was found murdered in his rural home in Loudoun County, Va. His daughter was ultimately convicted of his murder.
On December 11, 2001, Set Van Nguyen, 44, was found dead in the airlock entrance to a walk-in refrigerator in the laboratory where he worked in Victoria State, Australia. According to reports, he was a “conscientious, diligent and careful employee.”
On February 8,  2002, Vladimir Korshunov, 56, was found dead on a Moscow street outside his home. He died from blunt force trauma to his head and there is no record of his killer being caught – or even being sought!
On February 11, 2002, Ian Langford, 40, was found dead in his home in Norwich, England. He was half naked and wedged under a chair. His specialty was environmental risk. Police and postmortem results declared the wounds found on his body were self-inflicted or sustained accidentally.
The list goes on and on:

  • Yoram Kaufmanich
This is an incomplete list.  There are many, many more. Quite a number of these scientists were young and in the prime of their lives. Most of the deaths were attributed to accidents and homicides, with a few suicides thrown in for good measure.
Are their deaths linked? Who knows.
Are governments silencing scientists? Who knows.
What I can say for sure is that a huge amount of scientific genius has been wiped out with the deaths of these people…and possibly many more we don’t know about.
What I would really like to know is why.

The Real Reasons Behind Obama’s Hypocritical Veto of the 9/11 Justice Bill

obama-veto-9-11-1By Darius Shahtahmasebi
Nobel Peace Prize-winning President Barack Obama suffered an embarrassment this week when Congress voted overwhelmingly in favor of overriding his veto of the so-called 9/11 bill. The Justice Against Sponsors of Terrorism Act (JASTA) is controversial because it would allow victims of the September 11 attacks to sue Saudi Arabia for their alleged involvement in the attacks.
Most interesting, however, is Obama’s response to the congressional decision. Of specific concern is his essential argument that the 9/11 bill could erode the concept of sovereign immunity, which would leave American citizens and assets vulnerable to lawsuits from overseas countries:
The concern that I’ve had is — has nothing to do with Saudi Arabia per se, or my sympathy for 9/11 families. It has to do with me not wanting a situation in which we’re suddenly exposed to liabilities for all the work that we’re doing all around the world.
Essentially, what Obama is saying is that he does not want the United States to be liable for all the horrific great work that has accomplished in his name. He has framed the argument as though the bill puts the entire country at risk if it is allowed to become law.
The risk of erosion of sovereign immunity is, therefore, according to Obama, what is really at issue here.
Hasn’t Mr. Obama ever heard of the Trans-Pacific Partnership Agreement (TPP) — the secretly negotiated agreement that has been the subject of controversy for a number of years? Oh, that’s right, he’s actually been promoting and fast-tracking it to secure its implementation.
The so-called free trade agreement was signed in New Zealand in February of this year in the face of mass global protests. It is suspected to be an attempt to counter China’s rising economic status in the world, as China was notably excluded from being a party to the agreement. The exclusion came despite the fact China has the largest economy in the region aside from the United States.
Why on earth were people protesting this agreement?
The TPP gives corporations the right to sue foreign governments not only for lost revenue but also for revenue the corporations predict they have lost. The TPP also provides for a system of tribunals that allow companies to override and nullify laws in overseas jurisdictions. The arbitrators on these tribunals are unelected, and these courts are basically unaccountable to any domestic court infrastructure of any sovereign nation.
These lawsuits are already well underway. Tobacco company Philip Morris – victim of oppression they are – sued the overseas governments of Australia and Uruguay. These aforementioned countries were cruel enough to force tobacco companies to feature very effective warning labels, and the tobacco companies were aggrieved enough to take them through a shadowy court system with no accountability to any domestic courts to try to override the respective countries’ legislation.
This egregious system drove Germany to state publicly they would never again sign an agreement with such investor-state dispute resolution clauses tucked into them.
Clearly, the concept of sovereign immunity has all but disappeared. The real question becomes: why does the president believe the rich, profitable corporations of the world can sue governments that, at times, try to protect their citizens from their greedy and destructive ways — yet the victims of the biggest terror attack on American soil should be barred from suing those who effectively sponsored and implemented the attack?
This contradiction of his veto should tell you who President Obama answers to — corporations and Saudi Arabia.

Here’s How the Government Is Turning the Entire United States into a Debt Prison

debt-prisonBy Shaun Bradley
Since the United States was founded, citizenship has represented a safe haven from oppressive regimes around the world. By preserving the principles of small government and free markets, those who were willing to work hard found success, and America became a magnet for innovation. But as the U.S. continues to erode personal and economic freedom, more people than ever before are handing over their U.S. passports to seek better opportunities abroad.
The staggering amount of debt held by the American empire ensures the public will be working it off for generations to come. The government has already begun its campaign to make it more difficult to leave the country, and it has also begun to crack down on the finances of the eight million Americans living abroad. Regardless of whether you’re a millionaire with multiple foreign bank accounts or a recent college graduate with a boatload of debt, the status of being a United States citizen brings with it a burden that will only grow heavier over time.
Since 2008, the number of individuals giving up their citizenship has increased by almost 560%, setting new records each of the past three years. Some of these expats are motivated by the extra tax load paid when working abroad while others are trying to avoid student loan debt. Others have just had enough of the encroaching police state.
Every taxpayer left in the country now owes more than $149,000 of the national debt, so it’s no surprise the tide is beginning to turn. By hook or by crook, in the coming years, citizens will be fleeced of that money through higher taxes, savings that are inflated away, and an overall drop in their standard of living. Many can see the writing on the wall and have become determined to protect themselves from the years of economic repression coming down the pipe.
Draconian steps have already been taken to slow the rate of expatriation. For one, the IRS has broadened its reach into foreign bank accounts through the Foreign Account Tax Compliance Act. Through agreements with over 100 nations, the law is able to require all financial institutions abroad to report the account details of any American customers they have. With access to this new information, the IRS can revoke the passports of potential tax evaders and hinder their ability to travel using yet another additional power the agency was granted last year.
The Internal Revenue Service is one of the most powerful agencies of the federal government and has a track record of persecuting groups for political reasons. The fact that they have now set their sights are expats shouldn’t surprise anyone.
The Tea Party movement, whatever your views on it, experienced this first-hand during the 2012 elections. Jenny Beth Martin, national coordinator of Tea Party Patriots spoke on the targeting scandal:
The IRS has demonstrated the most disturbing, illegal and outrageous abuse of government power. This deliberate targeting and harassment of tea party groups reaches a new low in illegal government activity and overreach.
While penalties are being levied against those with enough money to work around the world, the most impactful measures are aimed at those just making ends meet. The initial paperwork for renouncing citizenship used to cost just $450, but it has skyrocketed to $2,350, making it the most expensive fee of any country in the world. It may not seem like much in the grand scheme of things, but this additional expense directly targets the young and working class, creating a huge barrier to even starting the process. As an added bonus, the price increase has raised over $12 million for government coffers in just over a year.

The $19.5 trillion in debt that has been amassed through decades of interventionist policies and clandestine operations can only be maintained by taxing the government’s human livestock. After all, the federal government counts student loans as almost 30% of their net worth. If the young and productive workers of the future are allowed to leave, U.S. power and wealth will go with them.
The Millennial generation has been completely duped by the federal loan programs, pumped out to any 18-year-old with a pulse. The $1.3 trillion in outstanding student loans is akin to indentured servitude for those entering the dismal job market. And students themselves aren’t the only ones on the chopping block — 90% of these loans are co-signed by the parents, attaching the ball and chain further up the family tree. For those tempted to jump ship and disappear into another country, their families will be held responsible in their stead. It’s reminiscent of North Korea, where the families of defectors are punished.
Noah Brown, president of the Association of Community College Trustees wrote:
If you default, your financial life is ruined. You have to deal in cash for the rest of your life. It used to be death and taxes were the only certainty. You can throw in student loans now.
Many are learning the hard way that these loans are unique and can’t be wiped away by simply declaring bankruptcy. Instead of the collateral being a house or a car, it’s future earnings that can be seized.
Those who find themselves with no way out have been offered a deal with the devil — work in the public sector for 10 years and you will be granted your freedom. This has created a perverse incentive to work directly for the state, placing fresh cogs in the military, police, and bureaucratic machines. The policies seen so far are soft measures compared to what may be tried in the future as the government grows and the economy weakens. A new type of debt prison is being built in the U.S., and as the inmates realize their predicament, the rush for the exits could be chaotic — so long as people can afford to pay the fee to leave.
Those who understand the fragile state of our economic and political system can see that when politicians start building walls, it may be more about keeping people in than out. Despite the brainwashing often conducted in public schools, many are realizing the future for U.S. citizens may look very different than the past. The freedom and opportunity that have been synonymous with U.S. citizenship are being transformed before our eyes. When America abandoned its core values and let loose the scourge of oppressive big government, the countdown to when citizens would pay the price began.

US Caught Using Banned Chemical Weapon In Iraq – Again

whitephosphorusBy Whitney Webb
The public affairs website DVIDS, which is linked to the Pentagon, posted images which clearly show the US Army firing white phosphorus at a group of Islamic militants in Iraq in close proximity to the town of Gwer. White phosphorus, known for its volatility and the horrific injuries it causes, is banned for use in combat and in civilian areas and failure to comply with the ban is a war crime. Under international law, white phosphorus may only be used to make smoke screens or to give signals in areas where no civilians are present.
However, in the past, the US has admitted to using white phosphorus as a weapon of war despite it being illegal to do so. In 2005, a US Army publication (PDF) stated the following about its actions in Fallujah the year prior:
WP [White Phosphorus] proved to be an effective and versatile munition. We used it […] as a potent psychological weapon against the insurgents.
However, white phosphorus is neither effective nor versatile. When used, it forms a deadly chemical cloud that produces a horrific “skin-eating” sensation that kills everything within a tenth of a mile radius. Its use also explains the grotesque birth defects that appeared following the 2004 battle for Fallujah. The US has also used white phosphorus during its ongoing “presence” in Afghanistan. It became an international issue once again in 2009 when US-led NATO forces burned and disfigured an 8-year-old girl with white phosphorus munitions.
Amid controversy over its latest use of white phosphorus, Air Force Colonel John Dorrian, the spokesman for the US coalition in Iraq, said the images posted online show an operation where US forces supported Kurdish forces with artillery strikes. The operation, known as Evergreen II, aimed to reclaim a bridge in the northern Iraqi town of Gwer from militants. Dorrian claimed that the white phosphorus fired was used to obscure Kurdish forces moving on enemy positions, but he was unable to respond to questions regarding the use of the chemical munitions in or near the town of Gwer or on enemy positions.

It remains unclear exactly how this napalm-like chemical is currently being used by the US military. However, based on the US and NATO’s previous illegal use and on the US Army’s own admission of its use as a weapon of war, white phosphorus will likely continue to be deployed in US combat operations abroad, endangering civilians.
The US has also been quick to supply the chemical weapon to its allies, who also show the same propensity for using the substance illegally. Just recently, the US admitted to supplying Saudi Arabia with white phosphorus, where it has been used in its atrocious war in Yemen. Saudi Arabia has already been accused of numerous war crimes in Yemen, making their use of US-supplied white phosphorus just another example of their egregious disregard for civilian populations. Equally concerning is the US’ continual negligence in adhering to international weapon laws and its ease in avoiding punishment for doing so, even when war crimes are committed. Yet, due to the enormous power of defense and weapon contractors in US politics, change is unlikely as war is part of the US status quo.

La impublicable transparencia de Michel Temer

Por Iroel Sánchez

by Iroel Sánchez

Breaking: Syrian Army Launches Offensive Against Israel In Golan Heights

Golan Heights, Syria
Golan Heights, Syria
Breaking: GOLAN HEIGHTS, SYRIA (8:05 A.M.) – Minutes ago, the Syrian Arab Army’s 90th Brigade, backed by Liwaa Muwahiddeen (Druze military) and Fouj Al-Joulan (Golani Regiment), launched a surprise offensive in the Al-Quneitra Governorate, targeting the key hilltop of Tal Humiryah inside the Golan Heights.

The Syrian Armed Forces launched their assault on Tal Humiryah from the imperative town of Hader, which is located near the Israeli-occupied Golan Heights region.
So far, no gains have been reported by the Syrian Armed Forces; however, intense clashes are still ongoing as the [U.S./Israeli Proxy] jihadist rebels from [U.S. McCain Front] Jabhat Fateh Al-Sham (formerly Al-Nusra Front), [Another CIA/Mossad Moniker] Harakat Ahrar Al-Sham, and the [ Cia/Mossad Broiled Front] Free Syrian Army (FSA) attempt to keep control of Tal Humiryah [For Rothschild’s State Of Israel].
Ask yourself why there is no U.S. Israeli offensive against these so called mass murdering terrorists in The Golan Heights and why ole Netanyahu admits these so called terrorists into his State of Israel Hospitals when wounded.

What could cause Russia to invade Israel:

At the time, Israel’s Prime Minister had flown to Washington, and was making a desperate bid to get Obama’s support for Israeli sovereignty over the Golan Heights.
Only a few weeks earlier a discovery had been made that would serve to increase tensions on the question of sovereignty over the Golan – huge oil deposits were found on the Golan Heights, and verified by an Israeli company.
Yet, weeks later, Benjamin Netanyahu returned to Israel having failed to secure Obamas support.
It wasnt long before the United Nations – including Russia – condemned Israels “occupation” of the Golan Heights, and around the same time, Syria asked Russia to develop their oil resources.
Then, over the course of the next 6 months, the Israeli leadership became very concerned about Russian activity near the Golan.

  4. U.N. Declares Once More That Israel’s decision to impose its laws, jurisdiction and administration on the occupied Syrian Golan Heights is null and void and has no legal validity and/or effect whatsoever.
Now, Debkafile reports the following:
“Prime Minister Benyamin Netanyahu will visit Moscow on Thursday, April 21 to meet with Russian President Vladimir Putin and to launch the most important battle of his political career, and one of Israel’s most decisive contests of the last 10 years: the battle over the future of the Golan Heights.

INTERMISSION

What to watch for in October:
DEBKAfile’s intelligence sources and its sources in Moscow report exclusively that Israel’s top political leaders and military commanders were stunned and shocked last weekend when they found out that US President Barack Obama and Russian President Vladimir Putin have agreed to support the return of the Golan to Syria.
The two presidents gave their top diplomats, Secretary of State John Kerry and Foreign Minister Sergei Lavrov, the green light to include such a clause in a proposal being drafted at the Geneva conference on ending the Syrian civil war.
Israel captured the Golan from the Syrian army 49 years ago, during the Six-Day War in 1967 after the Syrian army invaded Israel.
In 1981, during the tenure of then Prime Minister Menachem Begin, Israel passed a law defining the Golan as a territory under Israeli sovereignty. However, it did not state that the area belongs to Israel.
[The U.N. does not recognize Israel controlling Syria’s Golan Heights ~ its a red herring]
While Israel was preparing for a diplomatic battle over the future of Jerusalem, Judea and Samaria, Obama and Putin decided to deal a diplomatic blow to Israel and Netanyahu’s government on an unexpected issue, the Golan.

It is part of an endeavor by the two powers to use their diplomatic and military cooperation regarding Syria to impose agreements on neighboring countries, such as Israel, Turkey, Saudi Arabia and Jordan.

The two presidents are also pressuring Riyadh and Amman to accept the continuation of Syrian President Bashar Assad’s rule, at least for the immediate future.
[Pure poppycock there is zero pressure from the west on this one ~ it was Russia that made it so.]

the two powers see a resolution of the Golan issue as a gradual process that may take a long time, perhaps even years. But as far as they are concerned, Israel will have to withdraw from the Golan at the end of that process.

It should be noted that Prime Minister Netanyahu is not traveling to Washington to discuss the Golan issue with Obama. The frequent trips by the prime minister, senior officials and top IDF brass to Moscow in recent months show where the winds are blowing in the Middle East.
However, Moscow is not Washington, and Israel has no lobby in the Russian capital defending its interests.
It should be made very clear that the frequent trips by senior Israeli officials to Moscow have not created an Israeli policy that can influence Putin or other senior members of the Russian leadership. Putin has made occasional concessions to Israel on matters of minimal strategic importance, but on diplomatic and military steps regarding Syria and Iran he has shown little consideration of Jerusalem’s stance.
It should also be noted that there has been no basis for the enthusiasm over the Russian intervention in Syria shown by Netanyahu, Israeli ministers and senior IDF officers.
All of the calls by a number of Russia experts, mainly those of DEBKAfile, for extreme caution in ties with Putin have fallen on deaf ears among the political leadership in Jerusalem and the IDF command in Tel Aviv.

Erdogan Adviser Says Turkey Should Consider Buying Deutsche Bank

Deutsche Bank AG’s crashing share price is prompting takeover speculation from unexpected places.
Yigit Bulut, a chief adviser to Turkish President Recep Tayyip Erdogan, said the country must consider using a new wealth fund or a group of state-owned banks to buy the Frankfurt-based company. Bulut made the proposal on Tuesday via his Twitter account, saying Germany’s largest lender should be made into a Turkish bank.
The stock of Europe’s biggest investment bank has slumped by more than 50 percent over the past year, falling to a record low on Tuesday, over concerns about its weakening financial position and penalties in the U.S. tied to mortgage-backed securities. Bulut’s comments come after Moody’s Investors Service on Sept. 23 cut Turkey to junk, citing slowing economic growth and deteriorating credit fundamentals.
"For months on TV programs, I’ve been calling on Turkey’s private and public capital: ‘Some very good companies in the EU are going to fall into trouble and we need to be ready to buy a controlling stake in them,’” Bulut wrote on Twitter. "Wouldn’t you be happy to make Germany’s biggest bank into Turkish Bank!!"
The suggestion may ignite political opposition in Germany, where Deutsche Bank -- for all its troubles -- has long been viewed as a national champion and has played an integral role in Germany’s economy.

Financial Strength

Turkey’s financial industry, long viewed as a source of strength for the $700 billion economy, has suffered some loss of market confidence over the past few years.
The market capitalization of the country’s publicly traded lenders stands just above $49 billion, roughly the size of General Motors Co. and about half what it was in 2013, while that of Deutsche Bank is almost $17 billion. Banking assets in the country amounted to about $836 billion at the end of July, while Deutsche Bank had total assets of 1.63 trillion euros ($1.83 trillion) at the end of last year.
In an interview with Bloomberg on July 24, Turkish Prime Minister Binali Yildirim announced that the government was planning to form a wealth fund to finance investments in infrastructure mega-projects, stabilize markets and keep growth on track. The fund could be as large as $200 billion, Maritime and Communications Minister Ahmet Arslan said in August, without providing details on where its money would come from."Turkey’s sovereign wealth fund is still in the works, but the critical problem at this stage is that while it is ‘sovereign,’ the key bit it lacks is the ‘wealth,’" Timothy Ash, a credit strategist at Nomura International Plc in London, said in an e-mail on Wednesday. "I am not sure that Turkey’s state-owned banks would want to be saddled with Deutsche Bank’s balance sheet at this stage -- they possibly have enough problems/challenges with their own in the context of the domestic growth slowdown."

Congress Easily Overrides Obama Veto of Saudi 9/11 Lawsuit Bill

Congress turned aside a last-ditch lobbying effort by the White House and Saudi Arabia Wednesday and overrode President Barack Obama’s veto of a bill that would allow the kingdom to be sued for involvement in the Sept. 11 attacks.
The emotions of the bill, powered by the families of the victims of the terrorist attacks, overcame the administration’s concerns that the measure could set a precedent that could put U.S. personnel overseas at risk.
The House’s 348-77 vote on Wednesday followed an overwhelming 97-1 margin in the Senate, both of which easily cleared the two-thirds threshold needed to override the veto. It’s the first time Congress has overridden one of Obama’s vetoes, and the measure now becomes law without his signature.
Obama called the override “a mistake” at a town hall event at Fort Lee, Virginia hosted by CNN. Other countries, he said, may respond by allowing their citizens to sue the U.S. for actions by American soldiers, diplomats or corporate executives, who are usually protected from litigation by the concept of sovereign immunity.
“It’s a dangerous precedent,” he said. “It’s an example of why sometimes you have to do what’s hard. I wish Congress here had done what’s hard.”
White House Press Secretary Josh Earnest earlier in the day said the Senate vote was “the single most embarrassing thing the Senate has done” in years.
The result could prompt Saudi Arabia to delay its first international bond out of concern that some investors may balk over the issue, two people with knowledge of the matter said. Saudi Arabian officials haven’t made a decision yet on the timing of the bond or the amount they plan to raise, Finance Minister Ibrahim Al-Assaf said in a statement to Bloomberg.
The bipartisan Sept. 11 lawsuit bill was sponsored by the No. 2 Senate Republican, John Cornyn of Texas, and the expected future Democratic leader, Chuck Schumer of New York, and it has the backing of both presidential candidates, Hillary Clinton and Donald Trump.
“What I have found in situations like this is the White House and the executive branch is far more interested in diplomatic considerations,” Schumer told reporters after the vote. “We’re more interested in families and in justice.”
“I think our administration was just dead wrong on this issue,” he added.

‘Long-Term Consequences’

Some House lawmakers had expressed reservations about the bill, including Armed Services Chairman Mac Thornberry of Texas, who had urged his colleagues in a letter not to override the president’s veto.
“We ought to be careful about what we do because it has long-term consequences,” he said in an interview.
Earnest told reporters Tuesday that Obama’s concern isn’t about how a particular judge might rule on a case involving Saudi Arabia, but how the precedent of removing sovereign immunity could impact U.S. activities around the world.
Obama wrote a letter Tuesday to Senate Minority Leader Harry Reid amplifying his case against the bill.
The measure “sweeps much more broadly than 9/11 or Saudi Arabia, and its far-reaching implications would threaten to undermine important principles that protect the United States, including our U.S. armed forces and other officials overseas, without making us any safer,” the president wrote. “That’s why I vetoed the bill and why I urge you to vote to sustain the veto.”
John Brennan, the director of the Central Intelligence Agency, also went to Capitol Hill on Wednesday to make a last-minute appeal to lawmakers to sustain the veto, warning the bill could have “grave implications” by undermining the concept of sovereign immunity.
“No country has more to lose from undermining that principle than the United States -- and few institutions would be at greater risk than CIA,” he said in a statement.
Brennan also told a Washington audience Wednesday that Saudi Arabia provides significant amounts of information to help disrupt terrorist attacks and that it would be an "absolute shame" if the measure’s enactment affects the government’s counterterrorism relationship with the U.S.

Victims’ Families

Politically, however, it was very hard for lawmakers to make an abstract argument about possible future lawsuits when Sept. 11 victims’ families are asking for their day in court, particularly with the November election around the corner.
“The president understands the passion that is on both sides of this issue,” Earnest said, but added that he believes it would endanger troops, diplomats and intelligence personnel around the world.
Secretary of Defense Ash Carter also sent Thornberry a letter Monday warning of the impact if foreign countries in turn decided to limit sovereign immunity for the U.S. He said that could potentially expose Americans to lawsuits and “an intrusive discovery process” even if the U.S. is ultimately found not to be responsible for a particular event. Carter also noted there is a risk to U.S. assets, given the large amount of U.S. government property overseas, including military bases.

Future Changes

Several lawmakers said they hoped the legislation could be narrowed in the future. A bipartisan group of 28 senators released a letter after their chamber voted Wednesday saying that they would work to “mitigate” any unintended consequences of the law.
Tennessee Republican Bob Corker, the Senate Foreign Relations chairman who has raised concerns about the bill, told reporters that he and other lawmakers are exploring the possibility of narrowing the bill’s application to just lawsuits arising from the Sept. 11 attacks.
Once the bill becomes law, “we may have a better opportunity to soften this,” Corker told reporters. “You are going to see suits filed very quickly" against Saudi Arabia, and some other countries are likely to move quickly to expose the U.S. to lawsuits in their courts as well, Corker said. “We may be in a much better situation” to change the measure “after it goes into effect, after people see the impact of this legislation” he said.
That could happen in a lame-duck session or later.
South Carolina Republican Lindsey Graham told reporters he is also trying to pursue language “that would allow the 9/11 families to move forward with their claims but also be some preventive medicine.” Lawmakers “want to help the 9/11 families but there could be some real consequences to us as a nation if we don’t think this thing through. We don’t want to lose Saudi Arabia as an ally,” Graham said. Lawmakers are “thinking about making this more of a win-win,” he said.Corker said last week the bill only passed the Senate on a voice vote the first time around because members didn’t think the House would take it up. But the House sent it to the president’s desk.

OPEC Agrees to First Oil Output Cut in Eight Years

OPEC agreed to a preliminary deal that will cut production for the first time in eight years. Oil prices gained more than 6 percent as Saudi Arabia and Iran surprised traders who expected a continuation of the pump-at-will policy the group adopted in 2014.
The group agreed to drop production to a range of 32.5 to 33 million barrels per day, said Iran’s Oil Minister Bijan Namdar Zanganeh, following a meeting in Algiers. While some members of OPEC will have to cut output, Iran won’t have to freeze production, he said. Many of the details remain to be worked out and the group won’t decide on targets for each country until its next meeting at the end of November. The lower end of the production target equates to a nearly 750,000 barrels-a-day drop from what OPEC said it pumped in August.
The deal will reverberate beyond the Organization of Petroleum Exporting Countries. It will brighten the prospects for the energy industry, from giants like Exxon Mobil Corp. to small U.S. shale firms, and boost the economies of oil-rich countries such as Russia and Saudi Arabia. For consumers, however, it will mean higher prices at the pump.
"The cut is clearly bullish," said Mike Wittner, head of oil-market research at Societe Generale SA in New York. "What’s much more important is that the Saudis appear to be returning to a period of market management."
The agreement also signals a new phase in relations between Saudi Arabia and Iran, which have clashed on oil policy since 2014 and are backing opposite sides in civil wars in Syria and Yemen. The deal indicates that Riyadh and Tehran, with the mediation of Russia, Algeria and Qatar, were able to overcome the differences that sunk another proposal to cap production earlier this year.
Brent crude surged as much as 6.5 percent to $48.96 a barrel in London. The shares of Exxon Mobil, the world’s largest publicly listed oil company, climbed 4.2 percent, the biggest one-day increase since February.

High Stakes

The stakes for OPEC, which pumps 40 percent of the world’s oil, are high as the International Energy Agency has warned of a weak petroleum market next year. Ian Taylor, the head of Vitol Group BV, the world’s largest oil-trading house, said that the crude market could remain oversupplied until 2018 unless producing countries stop flooding the market.
“I cannot see a good reason for a major increase in the price of oil” since the market remains “way oversupplied,” Taylor told a Bloomberg conference in London.
As OPEC agreed to limit its output, Russia smashed a post-Soviet oil-supply record, pumping 11.1 million barrels a day in September, up 400,000 from August, according to preliminary estimates. Russia participated in the Algiers talks, but it’s not party to the OPEC deal.
After a two-year flirtation with free oil markets, the deal in Algiers signals a "return to supply management," said Yasser Elguindi, a director at consultancy firm Medley Global Advisors, who is in Algiers monitoring the OPEC meeting. "This is a case where lower volume from Saudi Arabia will mean higher revenues if prices go up".
